137kHz antenna

Imagine two transmitters about half a wavelength apart and synchronised. One of them has adjustable phase, controlled by a UHF link. Both transmitters are on a shoreline with shallow sea water between them, and both have seawater earths. The antennas are shortened with inductive loading designed to resonate at 137kHz modulated using WSPR for the sake of argument.

Would it be possible to phase the two signals in order to achieve a standing wave between them, thus resulting in an effective antenna for 137kHz? I'd be interested in any opinions. There are a few questions in one there.

I have experimented with Earth loop antennas previously with some degree of success, albeit at 475kHz.
