Helium balloons east of NZ

Flightrader24 is showing a cluster of helium balloons east of the New Zealand coast. I wonder what they are? Fishing net markers maybe?

7 helium balloons that are part of Google Project Loon are now visible outside the coast of New Zealand.

Project Loon is a research and development project being developed by Google with the mission of providing Internet access to rural and remote areas. The project uses high-altitude balloons placed in the stratosphere at an altitude of about 20 mi (32 km) to create an aerial wireless network with up to 3G-like speeds.

Dont see how that is going to work when currently, all seven balloons are about 200km east of the NZ mainland! Two are currently at about 1,000ft and the other 5 at or about 100ft! Your going to need some dam good antennas to work these suckers into the internet! :D
