Hi Darrell, I don't really have any circuits or anything more than what is provided when purchased. I assume on the faulty unit you took the TTL I/O line high (or to 5V) and it still wasn't drawing current. I'd say it is dead yes. Can you contact the supplier and say it was DOA? Justin VK7TW speaks with Rex VK7MO and Hayden VK7HH on Ham Radio DX about recent tropospheric ducting allowing an opening to ZL (New Zealand). We go through the various station setups, predicting such events and new broken DX distance records on the 23cm - 1296 MHz band.

I did similar sweeps of the 1296/2.4 version of the PCB yagis. They weren't that good.

The transverter works exceptionally well though, and giving 4W out, it's a nice little compact option for those wanting to get on the 3.4 GHz band. Use it or lose it!
